Foundation for Excellence in Education
The Foundation for Excellence in Education is a national education policy organization headquartered in Tallahassee, Florida in the United States. It is an associate member of the State Policy Network.[1]
The Foundation believes that all children can learn and that providing every student a high quality education is a national priority. Their views are that providing a high quality education to all students ensures our students enter the world with the skills to compete and succeed in the increasingly competitive global marketplace. An educated workforce will workforce is critical to a strong economy.

Vision and Mission
The Foundation's vision is "An education system that ensures each and every student achieves his or her God-given potential for learning and prepares all students for success in the 21st century economy."[1]
The Foundation's mission is "To ignite a movement of reform, state by state, to transform education for the 21st century."[2]
Principles
The Foundation's Guiding Principles:
- All children can learn.
- All children should learn at least a year’s worth of knowledge in a year’s time
- All children will achieve when education is organized around the singular goal of student success.[3]
Reform Agenda
The Foundation has established the following reform agenda:[4]
- Advancing High Expectations and Rigorous Academic Standards: Students will rise to meet the challenge of rigorous academic standards and high expectations set before them. It is our responsibility as lawmakers, educators, and parents to set expectations to equip students for success in college and careers.
- Requiring Data-Driven Accountability for Schools: Schools should be held accountable for student learning based on objective measures, such as annual standardized tests and graduation rates. Accountability requires objectively measuring progress and achievement in order to reward success and reverse failure before it is too late.
- Rewarding Effective Teachers: The quality of teaching can impact a student’s academic career, both positively and negatively. Effective teachers must be identified and rewarded for their work in the classroom.
- Funding for Achievement: How education funding is spent is as important as how much funding is provided. Rewarding progress and proficiency will result in rising student achievement.
- Expanding School Choice for Families: Choice creates a more effective education system and allows parents – the ones best equipped to have a choice and a voice in their child’s education – more freedom over their student’s schooling options.
- Unleashing the Power of Digital Learning: Technology has the potential to expand access to high quality education regardless of a student’s language, zip code, income level or special needs. With this power, each and every student can achieve their full potential for learning through a customized education.
Excellence in Action
The Foundation launched the program Excellence in Action to support Governors, lawmakers, statewide education officials, business leaders and reform advocates in their efforts to initiate, advance and adopt reforms that improve the quality of education in classrooms across America.[5] The program includes the following initiatives:
- National Summit on Education Reform: The Foundation annually convenes education leaders from around the world in a two-day conference to share strategies to improve the quality of education.[6]
- State Initiatives: The Foundation launched its State Initiatives program in 2009 to support states across the United States as they advance and adopt education reforms primarily based on the success of the Florida Formula on Student Achievement.[7]
- Digital Learning Now!: Digital Learning Now is the Foundation's national campaign to integrate current and future technological innovations into public education to better prepare students with the knowledge and skills to succeed in college and careers.[8]
- Chiefs for Change: Chiefs for Change is a coalition of state school chiefs that share a zeal for education reform. Together, they provide a strong voice for bold reform on the federal state and local level.[9]
